The youngest of three sons born to an American father and English mother, Todd was brought up in Germany and Brazil, moving with his family at age 16 to Australia. In 1980 he enrolled at the Australian National Institute of Dramatic Arts in Sydney, graduating in 1983. He made his TV debut in the soap opera 'The Restless Years', and also appeared in the series 'Vietnam', with Nicole Kidman, and 'Fields of Fire'. He appeared on the Australian stage in several productions, winning a Critic's Circle award for the play 'Burn This.' He may also be remembered for an extremely dodgy Yorkshire accent in the Kylie Minogue film 'The Delinquents'. Since the 1990s he has lived in London.
