Linda is summoned to a special hearing at the House of Representatives in front of Grand Jury. The Chair of the committee accuses President of taking unprescribed mind altering drugs and being responsible for causing an imminent apparent battle at the Sino-Japanese region. Accusation goes further stating that the President instructed his Counsel to coach a witness, Dr. Larkin. While Linda tries to defend the President saying all these are allegations, she is questioned about firing her from Chief of Staff position. She corrects that she was not fired, rather resigned; largely due to her disagreement to a certain influential person at the Capitol. She further reveals that the person was Vice President Frank Underwood.
Frank on the other hand, appears at a TV interview The Morley Show, where he is constantly being asked by the host regarding the possibility of an impeachment. Morley further asks about the likelihood that Frank running for 2016 election. Frank denies all the speculation and condemns Dunbar investigation as an opposition Farce. He says he hopes president Walker would be generous enough to offer him to be his running mate in 2016. He publicly defends Walker strongly and asks the host not to question his own patriotism.
Walker sees the interview and understands Frank's double face. He asks Linda to go and meet Tusk, offering him Presidential Pardon and repair their relationship. Linda is to ask him to admit the money laundering by putting Frank in the center, and in return get the immunity. Linda is reluctant but agrees as the President hints that her resignation would be withdrawn and she'll be reinstated in her position. Walker tells her that he will be at Camp David with his wife when Linda meets Tusk to avoid any connection.Meanwhile, Frank discusses the imminent problem with Doug and Seth. He understands the President might force him out. They anticipate that he'll be reaching out Raymond Tusk and get him incriminate Frank in return for Presidential Pardon. So, he wants to meet Tusk too. Doug asks to volunteer but Frank says it has to be he, personally. So they decide frank will meet Tusk before his hearing, 40 hours from time.
Claire gets a call from Seth at 4am, who informs her of a failed suicide attempt by Megan Hennessy. Jackie meets Donal Blythe in her office and while she was about to try convince him in favor of impeachment, he agrees enthusiastically. When she admits her surprise, Blythe tells her that he doesn't like Frank, but he hates even more to be on the opposition party. So, even though Frank would succeed Walker once he is impeached, he'd rather rather go with it.
Linda meets Tusk and offers him president's pardon if he admits the laundering and gives up Frank. Tusk appears to agree in his own way while the doorbell rings and a care package arrives with an opera ticket.
Claire goes to see Megan. She is just out from hospital, broke. She says she couldn't take people's abuse anymore. She accuses Claire for turning her life upside down. Claire looks sorry as she walks out. She talks to First Lady Tricia Walker over phone, give her a trademark light touch and says she feels partly responsible for what happened to Megan and President's family. Tricia becomes graceful not putting any blame on Claire and telling her a "Good person". After the conversation ends, emotion gets to Claire for the moment as she briefly cries and walks up the stairs. Frank meets Tusk at a backside corridor of the opera. They do some trash talking as Tusk indicates VPs are powerless and Frank countermines that he is not the traditional VP. Frank suggests that Walker won't survive the impeachment, but Tusk is not in the mood to join hands with a man who double-crossed him. Unconvinced Tusk leaves threatening Frank of prison.Agent Green sees Gavin who appears to have a slavery free card from Green. When he realizes he actually hit the jackpot, he demands Green to meet with Doug Stamper.
Frank returns home with despair. In a final attempt to regain President's trust, he pulls out a 70-year old Underwood Typewriter, a family heirloom to write a letter to Walker. He mentions (or maneuvers) some touchy story about his father, family and his past. With the letter he gives a separate sheet that states all the allegations by Dunbar commission, saying all there are lie but his signature at the bottom makes it true confession. He asks the President to use it if needs to get out of this investigation immediately. Walker is unsure whether to believe it but apparently Tricia believes it and makes him call Frank to reconcile. When he calls, Frank almost convinces him and asks him to reach out senate members. now it will be down to whipping votes and Frank expertly blames Jackie Sharp for making things favorable for the President.
Jackie and Remy have an argument. It is clear that Remy lost ground as Tusk abandoned him and he is no longer with Hill. Jackie leverages their relationship and his position to bargain and get him to cooperate on Dunbar commission. She appears to be successful. Walker takes Frank's bait. He calls Linda and asks her to tell Tusk the deal is off. Frank meets Michael Kern, his first prey to the path of power and shrewdly convinces him to joiin with Republicans on impeachment issue. Kern's dissent over Walker for his State Secretary nomination revoke and Frank hinting that he would make him Treasury Secretary if he becomes President makes it easier.
Raymond Tusk is hit by a double shocker on the way to his hearing. Linda calls up to tell the pardon is off the table. As his lawyers were talking about ticking to Fifth amendment strategy, the news comes that Remy Danton is volunteering top Dunbar Commission. Dissapointed Tusk understands Frank is behind both moves. Dunbar impatiently waits for Remy with her associates. Tusk takes the Fifth in front of Grand Jury. But when repeatedly badgered by the Chairman and a Congresswoman, he angrily gives up President and his knowledge about the whole 'money laundering'. He also relates Xander Feng with the whole process.Remy cancels appointment with Dunbar while she was listening to the dramatic twist of Raymond Tusk. She takes a team and confronts Tusk and his lawyers at the lobby of the House. Tusk leans his both hands for cuffing but Dunbar says they won't be necessary if he cooperates. Tusk sarcastically says, "Well, that's a shame. Handcuffs were another item on my Bucket list." His lawyers offer Dunbar plead in exchange of bond to which she appears to agree.
The media as well as political leaders are up against Walker with condemnation and criticism. Ayla Sayyad talks impeachment on a TV interview, Kern gangs up with Haas and Mendoza in media against President. Walker is distraught when he calls Frank. He realizes he is almost finished. Frank offers his advice and convinces him to call Kern, who he already bought out.
Doug meets Gavin in a restaurant, threats each other. They both realize they have too much to lose. Gavin wants Doug's protection, but the meeting ends without conclusion as Doug wonders whether he can trust Gavin as he walks out. Doug realizes Rachel is his loose end. So he goes to her place, wakes her from sleep and tells her to pack. They are on a trip in Doug's car as it appears he is relocating her. Rachel feels insecure and Doug's intimidating nature doesn't help. So when the car stops at a signal, Doug is thinking what to do, Rachel looses her seat belt and runs out of the car into the woods. Doug follows her and while he was trying to guess where she is, Rachel comes out and hits him with a brickbat from his backside. She hits him again and again but when she realizes that he's been over-hit, she leaves the brickbat and runs scared. She takes Doug's car and moves away.The grand jury votes on the impeachment to bypass the House and put to motion. Frank and Claire shares a smoke realizing the battle is won. Meecham brings the confirmation as they fly to Camp David while news coverage says President Walker would be handing over his resignation there. Frank pretends to be Walker's friend and tells him to fight. But Walker realizes he has no grasp whatsoever and rather decides to resign and leave with dignity. He return Frank his letter, which Frank throws in the fireplace to burn.
Walker gives resignation speech, Frank takes his oath. He is now the most powerful man of the free world. he immediately get State secretary Durant to call Chinese President and then successfully ends the state of war as the first act of commander in chief. Xander Feng's asylum revoked and he is deported and sent back to China.Doug lies dead in the wood as his colleagues and Frank are sweeping everywhere to find him. He instructs Seth and Nancy, who've rejoined him. to work together on finding him.
Frank handshakes with representatives, senators, military chiefs and secretaries on his way to Presidential Chamber. Claire gives him a new made ring that looks like the one he buried during Civil War exhibition. He goes in the office, alone, resets his chair, stands, takes a look around to the very place he always cherished.Then after a long stare at the camera, hi gives his signature ring tap on the table, with drum beat as the episode ends.
